I am having a problem restarting my Johnson 1996 150hp. I just went out and squeezed the primer bulb and fuel came out of this vapor separator. So I took it off and apart and there is a float and needle and a gasket in it. the needle is stuck in the seat and the gasket is busted. I am going to rebuild it, and on evinrudes web site it calls it a vapor separator and I am just wondering what its purpose is.

It's stated purpose is to eliminate any air in the gasoline. In addition, IMHO, it is designed to keep you from priming the carbs with unmixed gasoline.

I believe it needs to be airtight to do its job, so replace the needle, seat and all gaskets.
