what drives the oil pump?

I have been getting a fast beeping alarm on my 89 mercury black max lately. So today I took the oil pump off the block and all the gears are in great shape, I even think they are metal not sure though. But the piece that is inside the block that has the slot that the pinion gear goes in does not move. I even started the motor with the pump removed and it just doesn't go anywhere. What is supposed to make this spin? Is it time to just go with premix and get rid of all the injection stuff?

i heard theres been lots of problems with either the lower or upper cylinder when removing the oil pump and switching to direct mixed gas. they either seize or blow up if i remember correctly. you may want to check into that before you go ahead and remove it..............
