What goes up must go down...right?

I have a 1999 outboard motor w/ tilt and trim that will always trim out (up), but occassionally will not trim back in (down) on demand. I checked the switch at the throttle and the connections at the power head and everything seems to be connected correctly but.......

any suggestions? Thanks

sounds like relays. swap the relays and see if problem reverses direction.
