I thought with water on and engine running one would see water coming out with exhaust at the center of a prop.

I see a good amount of water coming from the transom area, and less is coming out from the prop. Is this a sign that bellows need replacement? Anyone wants to welcome me to the joy of used boat ownership?

That's normal, there are two idle relief ports in the transom shield, and since water is going to take the path of least resistance, it's going to drop out of those holes first instead of through the bellows, and drive to go out the prop.
Under load with a lot of exhaust gasses to help, 99% or the water will go out the prop.
