Came across it in the service manual.
Asked about it at merc marine store, they didn't carry it.

Is it a white paste, like the PTFE paste used in plumbing and air fittings?

What are all it's applications? My service manual said to use it on the cylinder head bolts.

And is there an off the shelf replacement for it?

it is a brown thick liquid gasket sealer.liquid permatex or indian head gasket shellac are the closest to perfect seal.as far as applications ,use any where a gasket sealer is desired.

The Mercury product is also the same as the Johnson-Evinrude Gasket Sealer (about $3.95) and in the automotive trade it is known as Perfect Seal #4.

A drawback of buying the Quicksilver perfect seal is that it is only available in a huge size and high cost. For the DIYer it is enough to last for 50 years. Get the Johnson-Evinrude gasket sealer as seahorse says since it is a much smaller size.
