I believe that if the engine sensors detect some kind of malfunction it is designed to slow the motor down or stop it from running to protect your engine from damage. It could be an oil sensor, water temp sensor, etc.. that may cause it to go into slow mode. I hope this helps you to understand what "slow mode" is. Good luck.
