What is the black device next to my Bilge Pump

I've attached a picture and circled it in red.

This is a 1991 Four Wins 4.3L Sterndrive.

The reason I'm asking is there is 3 wires going to it and one of them is severed.

I was also looking to see where the depth finder sensor is at, I'm wondering if that is it since it doesn't work right all the time, although I thought they were typically outside the boat.

With no pic, it sounds like an automatic float switch for the bilge pump.

Transducers for a depth only gauge are often mounted inside the hull, many times under the motor.

nice, thanks, the severed wire probably partially explains whey it's all over the place although it's quite old, so who knows if it will work, but I'll at least fix that :)
