What is this brass tag? 1939 2 hp Elto

I recently acquired a 1939 2hp Evinrude Elto. It has a brass tag certifying hp I guess. The tag is lead sealed on and does not actual state the hp. Apparently Pittsburgh Testing lab did the certifying. Why was it there? Was it on all Eltos? Has it any value? Any info would be much appreciated. Thanks to all. Jerry S
