What is this exit hole used for?

Hello everyone, I just got a 1976 Viking Deck boat and I noticed that one of the bilge through-hull holes (i think it is for the bilge anyways) is well under the water line. There is also one above the water line. Are both for bilge? I don't see any use for putting an open hole with a white hose below the water line. Any help would be appreciated. I don't want to take the boat out and have it fill with water through this hole.

the one under the water line is for intake on a live well system it usto have.the other above the water line is the exit hole.

wow, I dont know how I didnt think of that. I'm assuming they make plugs to plug these holes? Thanks for the help!

There should have been a seacock installed just inside of the hull before the pump so you could turn off the water if an emergency arises. You could try using a drain hole plug if no seacock is available.
