That is a metered orifice that connects via a black hose a fitting in the bottom of the air box to the manifold. Its purpose is to recycle into the engine spit-back fuel from the carbs that collects in the airbox (carb cover).

Since it is metered, you can plug it or just leave it open. If you do not use it, eventually oil will build up inside the bottom of the airbox (carb cover) and drip out into the engine pan.
