What is this hole for and is it supposed to be under water when im boating?

Are you referring to the hole in the motor leg? If so, it's a drain hole. No...it's not supposed to be underwater.

You anti-cavitation plate should run just on the surface of the water at WOT, which is typically 1" or so above the keel of the boat.
