What is this part and how difficult to replace

Can Someone help me identify this part/parts in the picture and advise how difficult it is to replace. Engine is a 1973 Triumph/Evinrude 65HP 3 cylinder. Boat & Engine are new to me, took out for 2nd run of season to test and then all of the sudden I could not go more then 6-10 mph with throttle all the way forward. I was going about 35 mph just before that and then cut it back due to a wave and could not get back up to speed. It appears to be some type a choke assembly with a spring, that broke, that attaches a few other items all together.

Choke solenoid.....easy to replace......looking at the pic you should not need to replace it though.....the end of the spring has come off the choke arm.....all you should need to do is replace the retainer #0307529 that holds it on there.
