What is this part / hose and can I reuse it?

Ok so I am in the process of replacing my gimball bearing, bellows, water pump, and anything else that might be questionable. I pulled the lower unit off last night and a small hose was attached. When I tried to pull the hose off of the plastic nipple, the plastic piece came unplugged instead. Now I am worried that this plastic plug may be a weak point. I see how it plugs back but I don't like the design it looks shoty. Do you think I would be safe to reuse this hose and plastic plug or should I replace them with something better? Where does this line go anyway? What is it for?
