Bought a 16 ft ski boat with trailer and outboard ( not mounted) and there were two of these things on the floor of the boat. The part has a turnbuckle and a spring around a threaded rod with one end terminating with tang and pin and the other end with a bolt, meaing one end gets bolted to something with a hole in it and the other end goes around some flange with a hole in it.
