What is this piece from my remote control

From engine J100TRLCSC. It fell out when I opened the remote. What is it? Can I epoxy it back together?

Here's a couple more pics. I think it's part 67 from the diagram. 0323752. Lever, shift lock out.

From what I can tell it prevents the engine being put in gear when the fast idle is on , so I believe I can run without it. Does that sound correct?
