What motor do i want?

I have an old 5.5hp Johnson that I'm working on, but not sure it I'll keep it.

I have a 14' aluminum Sears Gamefisher rated for up to a 28hp motor and 870 lbs in the boat. I'd like to stay under 10hp so i don't have to register the boat and I can take it on the smaller lakes.

Price wise, reliability wise, and speed wise, which motors are going to give me the most bang for my buck?
