What`s This?

After I discovered my water pump was leaking, I drained the water from the bilge and found this little plastic piece at the bottom. Sorry for the blurry pics.
It`s approx. an 1 1/2" high. It doesn`t look like it was broken off of anything, but it looks like a clip of some sort.

It's a blurry "thing"!

Try it again with the camera focused.

clip off the throttle linkage?? shifter?? look around the carb area.
