What tells the carby to pump more fuel

So what tells the carby to pump more fuel, if there is two jets in the carby what tells it to use the second jet? I'm having trouble tuning my ski it's fine down low but up high it just has nothing, if I try to screw the top one all the way out it feels no different if I were to screw the top one all the way in? What will be causing that to happen? How does the full pump work?

2 jets.... one is for idle and the other is for 1/4 throttle to WOT. What tells the carb how much fuel.....the throttle. The main jet has a needle that lifts out of the main jet as you open the throttle to allow more fuel to flow past the main jet. I would suggest getting your hands on a repair manual for your ski.

Why do you call the carb a carby? When you say you get nothing at high end do you mean the powers the same or does it bog out at wot?
