What tool for the job

There may be hope for my L6 merc 115 horse, It may not be frooze up. I put a wrench on the flywheel nut and was able to turn it. It was tough but I was using a standard wrench with no braker bar. I had the shifter in neutral and still heard a brushing sound coming from the lower unit. Should this happen if I'm in neutral? I was able to turn it in forward gear also. Should that be possible?. I can't drop the lower unit because of the strange shaped bolt in the exaust housing just abovwe the trim tab. Where do a get a wrench to fit that. Does this sound like I may have Low/unit problem instead of a frooze power head. Lord I hope so, I don't want to try to tackle the top half.

Thats a standard allen head bolt either 5/16 or 3/8 depending on the year.

Like Bob said, or possible a 12 point head, which is nothing more than a 12 point socket for it.
And the "brushing" sound if probably the rubber pump impeller..
