What would you start with? (OMC)

Here's the problem: You have to keep pumping the gas to get it to start, then you must feather the throttle to keep it from dying while trying to take off. Once you are cruising all is well. Sometimes when you shut it off it will diesel.
History: when I bought the boat it would not even idle so we rebuilt the carb. After that it would idle but still has the problems listed above. Carb was pretty pitted on the inside.

This is where your expertise comes in. Should I buy a new carb or start with a tune-up including points,cap, rotor and timing. (plugs are new) Or does this sound like a carb problem? I do not have a bottomless pit of cash so with this said I can order and install the carb myself but I am not too familiar with the dwell setting and all that so I would probably take it to the shop. They charge $85 an hour. How many hours do you think it would take to do the tune-up? And what do the parts run roughly? (I can get them cheaper) but the shop probably wouldn't stand behind them. (understandably!)

Engine is 1980 OMC stringer 400 140hp

Your first thing to tackle is the carb; pro rebuild, or $400 new
then start the tune up.
