What year and hp and accel problem

I know i tried to find the year and horse by checking the sites listed above but what i bought was this motor, It is camoflauged and the serial number is #A116059, I am trying to determine the year and horse, It is a 4 cylinder and after we believe either 65 or 70hp, The second part of the problem is it idles nice but after half throttle it stutters and cuts out the gentleman I got it from said it had been sitting and he never got to fixing it and never went above half throttle, i did do a compression test before getting it and the cylinders were all at 120, It fired up and idles no problem and the funny thing is on the trailer you can take it to full tehrottle the guy said but when out in the water It stutters and ideas on where to start would be great, I did notice when i did the compression test the plugs were a little wet, Thanks for the help in advance

It's a 1985. They didn't make a 65HP that year and the 70HP are 3cyl. It could be a 75 HP but you will have to contact a dealer to verify. You need to read this http://forums.iboats.com/showthread.php?t=158086
DO NOT run the motor much past 2000 RPMs out of the water. You are inviting disaster.

the motor was in the water i guess i should have clarified, we just backed the trailer down the launch until the motor was in the water at the dock

I guess i should also clarify that the original owner bought it from a mercury dealer and they thought it was a 70hp, They dealer is not a very reputable, if you live in wenatchee,wa you can attest to that, Is there the possibilty it could be a 60hp which would be better for me and how did you find the year, I guess I missed something
