What's the best bottom paint for the buck?

I gotta paint my bottom and drives before I launch this year and I was looking for some feedback on what paint to use.

I'm in Saltwater,Long Island Sound.

Also,

How far do most of you guys go to smooth out the chips from the old paint coming off?

I would think you would want the smoothest bottom as possible to lower drag and improve performance but in order to do that I have quite a bit of scraping to do to eliminate all of the chips from the previous owner just painting over coat after coat of paint.

I'm thinking either a powerwasher or a combination of that and some sort of chemical to strip the old paint off.

Ideas?

I don't know if it was the best but I used interlux fibercoat it was a cuperous ablative antifouling paint. sanded bottom with 80 grit on a D/A sander and rolled it on. It held up good for 3 years and then I went and touched it up by just sanding with 80 grit and rolling more on where I had sanded. blended in after a week in the water. Drys fast and comes in a half dozen colors.
