I HAVE A 74 JOHNSON 85HP. I WAS GETTING 12.7V AT THE BATTERY, I CHANGED THE VOLTAGE REGULATOR AND NOW I AM GETTING 13.8V. IS THIS ENOUGH VOLTAGE TO KEEP THE BATTERY CHARGED UP.

Yes 13.8 Volts will due just fine. 13.8 was the standard for many years and still the voltage most radios and other electronics are designed to run best at. Any alternator you might run for a long time on the main engine should not go over 14.4 volts.

13.8 is exactly where things should be. You had a bum regulator.
