whats the right prop pitch ?

hi im fairly new to boating and i could use some help in determining the correct prop for my boat. its a 21.5ft 1986 4-winns with a 260merc {350 cu. in.} a local mechanic told me the top rpm range should be 4200-4600.i took it out and the highest rpm it would run at was 3800. stencilled on the side of the prop is: 48 78120 a40 19p above this is stamped :rp 17. does this mean the pitch has been changed to 17? any ideas what i should try? looked at 4-winns site for info +stuck out. thanks in advance.

I believe that means that the pitch is 19
