When is fuel filter clogged

When should you change fuel filters. I put in a water separator at beginning of season with clear bowl. No water present in bowl but some small solids. I see whitish grey residue around carb bodies which to me indicates water in fuel.

Has my fuel filter failed decreasing separator efficieincy?

In general, replace the metal part of the separator once a year.The white crapola on outside of carbs doesn't indicate water in fuel. Just keep checking the clear bowl.
