That stuff is called "rub rail" and the type you have looks to be the aluminum channel with a vinyl insert style. The vinyl is available for about $25. The aluminum is about $400. So don't trash the aluminum.
Warm the vinyl and pull it all out. That will expose the screws holding on the aluminum channel. If the aluminum is damaged, remove it and take to an auto body shop for repair/straightening. Clean it up and paint with a Rustolium aluminum paint or have the body shop paint it silver. Re-install the channel using larger screws so they grip, then install the new vinyl.
The aluminum was annodized or painted with a protecive coating from the factory, so don't just polish it up with steel wool, because that will remove the protective coating and it will dull and oxidize easy. Thats why I suggest painting it.
Go to Tacomarine.com (they probably made what is on there now) and match your insert to the cross section pictures they have, then take the model number and call iboats sales and see how much it is. Two or three years ago I paid about $25 for 40 feet. Just enough to do my 14" runabout.
