What year and HP is this motor?

80's, 90's ??

35 hp, 40 hp, 50 hp ??

It might be a ground wire that should connect to the small terminal on the starter relay, opposite the small yellow wire.

How about a photo showing the relay connections?

The wires on that small terminal strip should be
yellow
blue
orange
green
red
white.

But it looks like they have all been replaced at some point in time, as some appear to be different colors.

I thought it may be a ground because it is attached to the terminal strip mounting bolt.

But then there is still a wire connection missing from the burned terminal.

Looks like a ground added when someone rewired it. It looks as if it should attach to the mounting strip top screw on the motor. It really is not needed as the strip is already grounded. Your not starting with the key could be a bad ignition switch. Look at the back of the switch, and make sure the wires are going to the right terminals on the motor. If you have that correct, then the switch is bad. Just for giggles, what color wire is attached to #7 down terminal on the big strip? I cant see what it is in the pic.

I hooked that wire to the negative side of the starter relay and presto NOTHING, however when I jump the two positive terminals on the relay presto it started. so I ordered a new switch, will be here tomorrow.
