Where is the idle timing screw?

I found a timing light, I have a manuel, I have followed the lync n' sync and I've studied the pictures that point to it but I don't see it!
I have a '92 70hp evinrude that is not running well, it was, but not now! Carbs have been rebuilt-I want to check the timing. Please help or I'll do bad things to my boat

By the way, if idle timing is 3-5 degrees atdc should a tach be reading 600-700 rpm in forward gear in the water in a perfect world
