Where to buy a new tiller handle from?

No, that one is to new for your engine. You need one with the tab and yoke system.
yahoo or google is your friend for used outboard parts.

You will need a parts motor or you will have to buy a used part to get the whole assembly. Buying exactly the one or two right parts will take a while, and you will need to buy a parts manual to know the part numbers. Then you start searching the used parts guys with the part numbers. You can get a reprint of the parts diagram easily enough. Not to discourage you, but the old motors are a labor of love.

I just got my 1962 so I don't know how far into the 1960s or 70s some of parts interchange. Good luck

I got an old boat motor mechanic workin on it right now, he was tellin me that the 9.8 was a really good motor. He was sayin that the part in the tiller handle that adjusts the acceleration was rounded off. I really want to get this motor up and runing before duck season!
