Which scan tool to buy

I have a 99' 8.2gsi with the MEFI 1 ecm. I am having a little trouble getting it to run right. I am looking to buy a scan tool and possibly a tuner. I have been looking at the Rhinda diacom software, and the OBD Mefi scan/tune. Does anyone have any opinion on these products

You can't re-program or adjust the ecm at al, on any OEM Ecm. All you can do is read it. For a DIYer, the best for the money is the scan tool. http://www.rinda.com/marine/mtspec.htm#techmate
