While searching out a non-functioning bilge.......

Bear with me, I just bought this boat, a 1998 Stingray 220CX with 350 mag and Bravo 1. Only 72 hours.
While searching out a non-functioning bilge pump problem, I found a blue plastic drain plug #22-806608 2 in the bilge area. I ran the # on google and that's how I found out it's a drain plug. Looked like a plug for an inflatable to me.
Anyway, the boat doesn't get any water in it while running, thankfully, especially since the bilge pump doesn't work. So, my question is, how can this plug be laying back there and yet the motor isn't spewing out any water into the bilge area nor is it over heating??? Runs great, yet I found this drain plug?
Been on the water 3 times, first time lasted 60 seconds when it over heated due to a really bad impeller, 2nd time out, after new impeller/water pump kit ( installed by dealer), boat ran perfect for 5 hours, 3rd and last time out, ran fine, but only went 6 miles due to thunderstorms.
If the dealer left this plug out of somewhere, wouldn't it be spewing water somewhere? This is why I hate buying used, but it's all I could afford. Thought I was buying a good boat.

It was left out during winterizing and the holed corroded closed
It was dropped and lost during winterizing and replaced
