Whining from engine (5.0GL). Possible Fuel Pump

We have a new to us 2000 Volvo Penta 5.0 GL PEFS. It was not in running order when I bought it, so I have done lots of things to it through the past winter, and now it is running well for the most part, but has left of stranded two out of three times out. I pulled the engine and replaced the starter and hydraulic lines for the trim pump while the engine was out. I also rebuilt the carb and replaced the fuel line going from the pump to the carb. I also replaced belts and the water pump impeller. I started the engine on muffs in my drive way and allowed it to get up to temp and all seemed good. Then on the first water test, it idled well and was quiet. Then I took off and drove on plane for 30 minutes or so, and then when back to an idle and a whining started. I could not tell what it was coming from, but when I would shutdown the engine the whine would continue for a half second longer than the engine seemed to be running sort of like it slowed down and stopped. From that point the loud whine was constant at an idle but would go away when the boat accelerated above around 2500 RPM. I drove the boat on plane headed back to the ramp and it suddenly lost power like it was out of gas. I let off the throttle and it kept running. I took off again and a few minutes later it died completely. It restarted again briefly. When I got home I tested several things and determined the fuel pump was bad. I replaced it and the engine ran fine again on muffs. I took it to the water and same thing happened again, quite till it was ran for a bit and then whined really loud. Then left of stranded again. I have replaced the water separator/filter. I know the in carb screen was clean when I rebuilt the carb. I have tried getting to the fuel pickup, but the tank is under the floor and there is very limited access to the tank. I am not sure if there is debris in the tank or a clogged pickup. I have read about Volvo Penta whiny fuel pumps, but those all seem to be for fuel injected units. Is this common for carbureted units? Will the pickup tube the flexible when it comes out? I only have about 3-4 inches of clearance above the tank, and didn't think the tube would likely come out even if I got the top 90 degree fitting loose. The boat runs great at both idle and top end when it is running. Doesn't seem to have an fuel starvation issues at all. Just this loud sound and then what seems to be the fuel pump going out within a few hours or replacement. I thought the noise might be my new belts, and that the fuel pump was a seperate problem, but at this point I think the noise is coming from the fuel pump. I don't hear well, so it is struggle for me.

Fuel pump is very possibly the problem, You use a long screw driver or by an automotive stethoscope you will be able to determine where the noise is coming from by placing the tip on the suspected area and the other part to your ear. Power steering is also another place to check
