whining, upper or gimbal?

Hello all, have a '90 Four Winns 200 Horizon 5.7L OMC... I have noticed lately theres a decent whine coming from the outdrive area that is in sync with the RPMs of the motor. Not too sure how long it has been going on, first time I noticed it was about 2-3 weeks ago when I was in the water and a friend of mine was pulling me on the wakeboard, I cant hear it while on the board but when I was floating in the water, waiting on him to go blow out the carb for a second (keeps loading up) I could hear it plain as day as he was driving directly away and it got louder the faster he went, after that I noticed it also while the boat was on a fast idle 1500-1800rpm in the water charging up the batteries. again, cant here it in the boat really just when youre behind it. Not sure if its getting louder but kinda the same thing this last friday, I was parking the truck up in the boat ramp parking lot, as I stepped out of the truck (a good ways off) I could hear the whine as he ran the boat up on plane and then to WOT after a carb rebuild... half way across the lake and still walking to the dock I could hear it pretty daggum loud. Im thinking its either the upper outdrive or the gimbal because it does it in neutral when revved up and not just in gear... Seems to still run fine. I have checked the gear oil which I personally changed and filled in june from the bottom and filled with 2qts and its still full with no water, however has a slight burnt smell.

also, its not noticeable at idle, just when revved a bit... Im leaning more toward a tight gear sound than a bearing, possibly jujst out of adjustment?
