Whoops on suziki tilt and trim release valve

Hi All.
I was trying to drain all the fluid out of a suzuki DT75 t-n-t pump. I
unscrewed the release valuve and two washers and a solid washer(no hole)fell out.
Anyone have any idea on how these are supposed to be in there?
Washer-plug-washer?
Where is a guy supposed to drain the fluid out of one of these?
