Whos the expert diagnostic person here for a 86 mariner 30hp? Need help!

So let start from the beginning. just picked up a 30 hp mariner year 1986 if I read correctly. model 30E0 689-108140 serial. I bought it from a individual that got it on the back of a boat and he didn't want it. The foot had a blown apart water pump and the water tube was full of debri and clogged. ( fixed that ) the motor mount was frozen and motor could not swivel or pivot ( fixed that) carb had a leak from a crack on the inlet tube and was leaking fuel ( replaced carb ) cleaned all ports jet and checked carb before installation. new plugs installed. here is now the problem the motor will rev to wot in neutral and idles a tick rough but nothing drastic will idle all day!. put the boat in the water and put a load on it.... it wont do anything shakes badly and wont hardly run 10 mph. with the engine cover off and the air intake removed I can visibly see the throttle valve full open at wot when you turn it to wot and plenty of gas coming out of the venturi. I did squirt it with a little carb cleaner to see if it picked up and it about stalled it. removed plugs to find the bottom plug lookes brand new and to not have any discoloration to it brown black etc nothing the top plug was a golden brown look so that leads me to believe the bottom cylinder is not functioning properly. a compression test revealed 120 psi on each a leak down of 12% on each cylinder with 90 psi introduced. so I have spark fuel and compression what's the issue? I don't know lol.... is it possible to have the fuel exiting the motor throught the lower crank seal and not making it to the lower combustion chamber? the head was removed to inspect the cylinders and they look good, has since been cleaned an reinstalled with new head gasket. so what now this is a single carb motor and single coil for both cylinders. any takes of what the issue is or what I'm missing? thanks in adavance

More than likely its the bottom coil. yes it has 2 coils molded together as one coil pack. Pull the spark lead and and test for spark. I bet it will run the same. Then run the impedance tests on the coil to make sure. It could also be in the CDI box.

it's a single coil for both cylinders. it has two wires coming from the cdi one is a ground the black one and the other is orange which is the coil signal to fire the two wires coming from the single coil are firing very well. well enough to make me drop my favorite pliers in the water lol... how ever this is what I thought was strange... when you disconnect one of the spark plugs either top or bottom the spark gets weak and will shut the motor down wither one top or bottom if you let the said spark plug wire arch off to the block it will pick back up and have a strong spark almost like it needs the ground side through the spark plug to fire both. you can not isolate the cylinders. as it will shut down.
