Why Me 1989 90hp Tohatsu??

I've got a 1989 90A Tohatsu, that I shoulda known was gonna be a problem, when I realized they didn't use stainless bolts in the lower unit. After carrying it to the welding shop and cutting the head off of the bolt on the inside of the lower unit housing, the welder heated the bolt up and THANKFULLY it broke loose and came out. NOW......I've got the lower down and WAS going to change the water pump and housing, but NO the freakin bolts (mind you...2 outta 3) broke off inside the housing and the one came right out. Has anybody got any suggestions on how to proceed? This motor was on a boat that we just purchased and this is my second Tohatsu ( I had held these engines in HIGH regard..til this one!).

Just like you would on any other outboard. Drill and tap or use heat and work it out.
