Why no rev limiter on Volvo 3.0 GS?

I bought a 1999 4Winns Horizon 170 and the tach starts bouncing over 4000. I'm trying to make sure I'm not going over the recommended 4600 but with the bouncing tach I have no clue. Might even be hitting about 4900. Why doesn't engine use a rev limiter? I know that only prolonged use over 4600 will damage engine but still surprised. Thanks

Fix the tach, and slow down till you get it fixed. None of the manufacturers even have water separating fuel filters on the 3.0L engines just to keep the price down for the low end boats. let alone rev limiters.

Volvo doesn't even sell the 3.0L engines anymore.
