why won't muffs work?

Just traded for a 99 35hp johnson outboard tryed to use muffs an cranked it but no water would come out the pee hole but took it to the lake put it in the water cranked it worked fine what up with that ?

i have heard of this phenomenon quite a bit... some motors and impellars just preffere being submerged.. my 140 V4 does OK on uffs but a huge diffenence on the water and it pees quicker from the start where the muffs seem to take a few more seconds...

I ran into the same issue with my 25 Johnson, I was told that I need a special attachment because of that particular year that the motor was built. Hopefully some of the members here can weigh in on this.
