Wide open, but feels likes half throttle

I recently bought a 2001 25HP Johnson J25TVL3SIE. It wouldn't idle unless the choke was pulled out halfway. Seemed good a WOT (when I water tested it). I Cleaned the carbs, replaced the plugs and fuel filter. I also bought a Seloc repair manual. The carb setting in the book said .390" above carb cover, but the screw comes out the side. WTF? So I got it to idle nice in a barrel. (6 turns out) does this seem right? Water tested it again and no power at top end, but runs good/not bad. Wide open feels like half throttle.

What screw comes out of the side?
You might try squirting some fuel mixture into each carb and see if it picks up. If it does, you have found the carb(s) causing your problem.
You might check spark and compresson to make sure you are fighting a fuel problem only.

You can also pull one spark plug wire at a time and see if you can nail it down to a cyl that's acting up.

Thanks for the posts, I'm so frustrated, I bit the bullet and taken it to a marine mechanic.
