Wide open throttle

I have just rebuilt the Carbs on my 1995 Johnson 90 Horse and when I crank it there does not seem to be any throttle control at all. It cranks as if the throttle is wide open. I don't know how long it would run like this because I shut it down immediately after it did it. I took pictures before I removed the carbs and the linkage appears to be identical no as it was when I took them apart BUT the warm-up lever seems to be operating about half way. It will advance the timing but I have to manually push the bracket on the engine itself to open the throttle. The actual gear selector lever / throttle combination does not appear to be doing anything other than putting the motor into forward, reverse or back into nuetral. Any ideas of what I have done wrong?

I think I found the problem but I do not see how to correct it. The plate that the linkage attaches to on each carb and which in turn operates the butterflies inside the throat of the carb seem to be stuck in the wrong position. I can remove the connecting rod between them and the bottom carb will go to the correct Idle position but the top carb is still stuck about halfway open. The throttle will travel about half its travle before it makes contact with the pin on the side of the linkage plate. With the top carb stuck in this position the bottom carb has to be also to link the two together. I do not have any idea how anything could be inside the throat of the top carb holding the butterflies half way open. Have I somehow adjusted the linkage on the top carb without realizing it? I hate to take it back off, although it really isn't that difficult, but there is always the chance of stripping something out or something. Any suggestions would be greatly appreciated.

Picture is worth a thousand words.....

I know and I will try again tomorrow but our internet connection here is slightly faster than dial-up was in the late 80's so I am not holding out much hope. I bet some of you can look at my setup ann see exactly what I have done wrong. Thanks for the response and look again tomorrow and I will try to post a picture of the linkage as it is now and one of how it was before. I can see the difference but I don't know what to do about it.
