Will Water in the water separating fuel filter cause RPM loss?

I have a 2001 225 optimax that I took out this past weekend and the RPM's were running low, approx 4700 WOT. My mercury smartcraft gauge was showing the alarm that there is water in the water separating fuel filter. Would that cause the engine not to get up to optimal RPM at WOT? Thanks!

A dirty filter or water could cause that, if the Smart gauge is not heeded, it's not so smart.
