It must go in with one mean clunk at 1300 rpm.I,d suggest checking all your cable's and readjusting them.Low oil shouldn't cause this.It will however cause other problems.

Re: wont go into forward gear until revs to 1300 rpm

I took out my boat from the marina today.

I went to adjust the cable at the leg and it was adjusted as all the way.
when the pivot then is fully in froward i can still spin the prop in both directions...the bolt on the pivot has shims if i put another shim on it would this solve the prob. I know i will need to put in the right names but i anit got my book to hand.

Check to see if your drive has an oil pump in it that my effect shifting. Shift cables could have slack

Does it go out of gear okay?

Does your engine reach 1300 rpm at the normal throttle position?

DO NOT start randomly shimming the shift bolt.
if you do it wrong you tear up about 1000 dollars worth of parts almost instantly.
DO check the cable adjustment per the service manual.
if the drive end needs more thread then adjust the trunion at the control box end.
with some aftermarket rigs I have actually had to use a 10-32 die and add some thread to the drive en of the cable.
those shims behind that 9\16ths bolt on the shifter are for going to N and have nothing to do with into or out of gear.
also if the drive has been overfilled with oil you get the same symtoms.
repeated sudden engagement at 1300 RPM can and will lead to a hole in the top cover and a lost upper driveshaft.
seen it a few times.

Thanks for the reply,
I have plenty off tread on the ends of the cable now. When in Reverse I can not turn the prop clock wise and when in forward I can turn it in both directions which i should not be able to do.
If I put a spanner and put pressure on the shift pivot i can feel it just about to bite to stop it from spinning, So i thought it was an adjustment wit the shims..
Where do i go from here a gear box specialist to get it adjusted to come into gear sooner.

Thanks Colm
