wont move

I bought a a fisher 14 with a minn kotta power drive trolling motor mounted on the front.I cannot get it to release th go into the water. Is there a user video or has anyone had this problem.

Latch handle on top. push veally hard forward. Mine gets stiff and sticks when not used for awhile. Why? Can't answer that. It loosens up with use.
