Won't start new carby

Hi Guys I have a AQ 205A 4.3 ltr just put a purchased rebuilt Rochester Quadrajet on and it won't start.Good spark at the plugs, however very black due to unburnt fuel.Removed spark arrestor and viewed both primaries delivering fuel when throttle fully opened.Could this be a choke set up issue and how do you set it.

If the plugs are black?? They won't fire rite under compression.
Remove and clean or replace.
Speaking of compression??? What's the compression on the motor?
Profile, location?Year? You might be close to someone who can help???
A bit of starting fluid might help fire through the black??

Thanks JerryJerry05 compression is very good 180 to 185lbs mtr rebuilt 6 months ago.I had tried the plug clean and replacement and am now thinking it may be an ingition modual issue since rechecking the spark at plugs it appears to be a dit erratical and not BLUEISH nor orange coloured. I would still like to know how to set the choke properly. Any other advice will be appreciated.

Those Rochester Quads were a great carb, I had one on my 69 Firebird I bought new in 69, you might check autozones site as it has some settings you might need | Repair Guides | Carbureted Fuel System | Rochester Quadrajet | AutoZone.com

Still have the electric choke?
Motor cold, remove the spark arrestor.
The choke should be just closed when not running.
To adjust,undo the cover(3 screws)(don't take all the way out)then move the cover to open/close the butterfly.
Once the motor starts it will open the choke to allow the right amount of air in.
The electric part of the choke,it will heat up the coil(under the cover)to open the butterfly all the way open.
