wont start

i have an older 19?? merc 45 hp motor<br />if i tip it foreward out of the wter it starts<br />when i tip it down into the water it wont start<br />where do i start to trace the problem?

Sounds like a float in the carb might be stuck or needle valve

Time to pull off the float bowl adjust or replace either the float, neddle valve or both.
