Guys what special tool will I need when stripping both upper and lower drives, the drive has been removed from the boat.

Assuming you mean paint, Are you wanting to totally strip the unit or just certain areas? If the entire unit, use an aircraft type of aluminum stripper. If just areas, use just about anything but a steel wire brush or pad. I use 3M sanding pads, green and brown along with a flapper sandpaper drill disc.

No as was referring to what special tools will I need to replace seals & bearing in the drive

manual will cover most of what you need

outdrive stand (there are a few writeups on making one)
small torque wrenches
in-line scale for setting bearing pre-load
digital calipers for adjusting shims
