Is it a good practice to run a 2 cycle outboard at WOT or at a lower RPM? At what RPM should I get the best fuel economy?

2-strokes will run fine at WOT. You will get the best economy just above and on plane... Of course, your engine will last longer if you run under full throttle all the time, but wide open is no problem.
