so i got the motor running kind of ok takes awhile for it to build up speed and get on plane so i took out the plugs
grounder out each wire and check timing while cranking the motor at wot and the reading was 32 degrees wot spec
for my motor is 30 degrees so i set it at 26 while cranking as the method suggests could this have been my entire problem i dont think it would run at all being that far out of time?

Well, having the max advance set too high is not good for your piston crowns or combustion temps, but I doubt that 2 degrees will make that much difference.
I would check to make sure your linkages are free and your timer base moves smoothly when giving throttle. What are your RPMs when the engine is pegged WOT? I would look more towards too large of a prop lugging the motor down and preventing a good hole shot. Also, maybe your boat is slightly underpowered? What size boat we looking at here, and what does the transom call for?

the timing was check out of water with plugs removed and if i add 4 degrees to the base time it had would of been 36 degrees i brought it down to 26 because the ignition will gain the extra 4 degrees under load in the water from what joe reeves states

Backing up a bit - is this motor new to you? New to the boat? Slow acceleration could be due to too much prop - akin to starting off in a manual shift car in 3rd gear. A lower pitch propeller might gain you some better acceleration if the motor itself is deemed healthy.

this all started having problems when i took off the starter bracket to rebuild the carb and i removed the spark advance stop thinking it was a mounting bolt.
it ran good before was just doing a carb rebuild since the bowl was leaking and i thought why the hell not. now im just trying to get the timing right with out hanging off the back of the boat with a timing light in the water or buying a test tank propeller to run wot to set the advance stop pushes my lil 13'4 troller about 22 mph

I am thinking that this is where your issue is. I doubt changing the max spark advance is going to do what you are experiencing. Maybe your bowl floats are too high?

Float is perfectly level if I hold wot it bogs down but if I let off a quarter turn on the tiller it builds power

UPDATE bypassed manual primer boat runs like a dream my guess is that it was leaking fuel internally

Yup either that seal or valve has gone bad. Either way we were spot on, engine was flooding/ running rich. Good thing here is that you at least know your WOT timing is set right now :)
