Wrong Prop / hardware? 1984 Mercury 50 hp

I have a 1984 50 hp Mercury that seems to have too small of prop. It is SS and has a # on it of 48 76232A415P. It is approximately only 9" in diameter and seems to struggle to push the boat (1977 16' Kingfisher). Also, I am confused as to what order the prop hardware needs to be in. I have a tapered splined piece that I assume is the thrust hub, a flat washer about 18" thick, the tab washer and the nut. Does the thrust hub go on first? If so which way does it go meaning the tapered end and where does the flat washer go?

9 is a tad small, and 15p might be a tad high of a pitch for that boat. The motor was likely used on a smallish, quickish boat before you came in contact with it. Not sure about the other question.
