Wrong size fuel line

What effects would a 1/4 inch fuel line to the primer bulb have on my 1984 evinrude v4 140hp? I found this today and replaced it with the proper 3/8 fuel line. Could this be why my plugs were getting oil fouled and the motor idled like crap?

Probably not, unless you have piston damage from running lean at high speed. Have you checked your compression?

Don't think so,The smaller line could cause a fuel starvation problem at high speed.
